How to fix:"Entry Point NotFound" for.my Windroy just installed on.my PC.i3-XP.p3 (notice below)?

Question

a) notice on my PC : "the procedure entry GetTick Count64 could not be located in the dynamic link library KERNEL32.dll"

b) Windroy is the program installing applications Android (proper for Cell Phone) on a PC .

c) I' ve reinstalled twice but the problem persists !
