How do you fix "Under construction" web page error?!?

Ok, so I wanted to go on a web page "minecraftforum.net" and it always says:

"Under Construction

The site you are trying to view does not currently have a default page. It may be in the process of being upgraded and configured.

Please try this site again later. If you still experience the problem, try contacting the Web site administrator.

If you are the Web site administrator and feel you have received this message in error, please see "Enabling and Disabling Dynamic Content" in IIS Help.
To access IIS Help

1. Click Start, and then click Run.
2. In the Open text box, type inetmgr. IIS Manager appears.
3. From the Help menu, click Help Topics.
4. Click Internet Information Services."

I have no idea what to do! :( The only thing that I think is making it wrong is when I tried making a minecraft server so I could play with my friends! Please help! :(

Simple, ask the website owner to complete his repair work fast.

When you come up with a "404 Not Found" message, it is because the link that was created to connect you with another page is broken, that is, the URL (internet address) has changed. If you arrive at a house of an old friend and they have moved, there is nothing you can do to correct the situation other than get their new address. Even then, you are probably connecting through a link someone else has put in a program or a page that you cannot change. The program or link creator must do it. You cannot correct a 404 error, and no program will be able to correct it for you.
