when i put up my system (windows vista home premium) in the process of booting after desktop icons are displayed, it freezes and my pointer doesn't move.

Computer freezing is just a symptom of underlying serious problems with your operating system; and two possible causes for such occurrence are Virus/Malware and System/Registry Errors.
You need to download any good cleaning software such as RegInOut for cleaning your system. Assuming that you have Anti-Virus installed. Also look into the possibility of downloading MalwareBytes.

I think before reinstalling your window you should try some steps manually.
Delete temp files
Uninstall all unwanted programs
Run registry cleaner programs , can select from here http://www.download-registry-cleaners.com/

You Virtual memory shud have to be increased or remove all startup programs except Antivirus.(msconfig)
