Is there a way to convert the CID font type for Macintosh platforms to Windows Opentype or TrueType?

Yes, these are all vector based formats so you should be able to convert with no loss of quality. There's software to do this.

Probably not. They are two distintly different operating systems. Try to find a substitute at one of the free font sites. This chart shows you a comparioson of Internet safe fonts.
