Try this, it worked for me:

The fist time I tried installing the game, I had the same problem as you did. And was also very mad when I saw that I had to download the game, since I had the 2 DVDs next to me...

Then I closed my Steam Client, so that I could still see it's icon in my notification area (Windows - lower right hand side). I inserted Disk 1 again into my dvd drive, and clicked "reinstall" once the menu appeared. The game then installed from my DVD drive, instead of from the internet. Hope this helps!

Cheers,

"Modern Warfare 2 cannot be installed yet, because it has not yet been released"

Question

I am getting the error "Modern Warfare 2 cannot be installed yet, because it has not yet been released" when I try to activate the game.

Answer

# This can happen if you purchased the Steam digital download version of the game. Please note that this version has not been released yet. The scheduled date for release was November 12th. Please check the Steam website as this date may change.

# If you have the retail version of the game then this can also happen if you try to install the game through Steam directly instead of installing it from the disc. Make sure to cancel any pre-loads of the game that you have on Steam. After that completely delete the local game content by right-clicking on the game in the Steam client and selecting "Delete local content". Once you do this try shutting down Steam completely. Steam should NOT be running in your task tray. Once you are sure that Steam is completely shutdown, go ahead and re-install the game from the disc as normal.

I was having the same problem with steam trying to download the game when I had the disks. Turns out the problem was because I was installing it from a 2nd DVD drive. Once I put the disk in the primary drive it was fine (after installing steam and having it running in the system tray - see above).

I just can't beleive they've released the game in this condition! How they've managed to make a simple installation so complicated is beyond me!

My problem looked the same as for you. But the cause was the Language settings.

I did the steps that JS is describing it still failed for me.

I tried the command line solution as well ( using the steam.exe -install X: ) but that failed for me as well.

I figured out that for me it is the Locale settings.

I have a Polish Version of the OS ( Win XP ) -> but I had set most regional options set for English.

I bought the Polish version of the game, but I had Steam set for English also ( for all my games ).

This has screwed up the installation for me. When I reset everything back to Polish (Steam and OS settings). It started to install properly.

I dont know if the OS settings matter, probably they do not, I'm guessing that the Steam language setting should be the same as the game version you bought.

But since I changed my OS settings at the same time, and I had to do a reset, be aware as that could also matter.

Hope this helps.

This was annoying to figure out.... a BIG minus to the Modern Warfare QA Team!!!

Same problem everyone else has mentioned so currently trying the JS solution. It's currently installing files similar to what it did earlier about 2-3 times. Creating local game cache files....

Very poor this has hit so many people on different versions of Windows and from day one. Who does their testing???

I'll update if this works for me.... it's sat doing nothing yet again..................... It was doing this for 30-40 minutes earlier before i cancelled it!!!

I'm put off bothering to play the game now!

Happened to me. Right clicked on the call of duty things that were updating in my steam window and paused the updates, followed by deleting all game data and cache data until they were well and truely uninstalled. Reinstalled with steam ALREADY open and it worked fine from the disk. Weird but hey, sharing my experience! :P

This might help

Installing from Disc instead of Steam

1. Close Steam (File > Exit).

2. Go to the Start button and select Run (XP) or type Run in the Search box and choose Run from the list (Vista).

3. In the Run window type:

"C:\Program Files\Steam\Steam.exe" -install E:

Replace E: with the CD/DVD drive you are installing from if is not correct.

Replace C:\Program Files\Steam if your Steam installation is not in the default location.

4. Press OK. Your installation should continue from the disc.

J S got it right! It's now working for me. Man! What a stupid way to waste our time. It would have taken me 5 days and 10 hours to download the whole game file. How could the developers have overlooked this stupid mistake. It's just installation jeeeeez!!!!

This is so messed up. Did what JS suggested and it worked for me as well. Sh*t a f*cking brick! This is ridiculous. Now we'll just have to see if the game runs without having to download an update that I'm sure doesn't exist!

Im in the same boat. Steam is trying to download big files and not reading the disc. Im running win7 so im not sure if the problem lies there. Tried taking the disk out and putting it back in. Tried with both disk 1 and 2 in at the same time. It just says "creating local game cache files..." Then it says mod2 is updating and it dies on its ****. Steam is a pain...

Any solutions? i tried msconfig and stopping all services and restarting. Some rubbish i found about changing the resolution and other crap...

Just let me play...

Same problem...

I closed Steam and reinserted the disc as JS said too do above, and it reopened Steam and says it is "Installing from disk..." and is going to take 1hr+.

Is this the correct way to go about it? Will I be able to play after it is done, or will i continue to get the "game not released" crap?
?

Even though it says installing from disk it still says 2 hours + and I don't have a slow PC or a slow cd-drive. It has managed to completely freeze installation wise at 3872 and is no longer moving at all...**** **** ****

So I was able to download MW2 from the dvds onto my computer but when I run it the game isn't even playable because it's so laggy and glitched out. I'm running Windows 7. If anyone has a solution to this problem or if this is a known issue please respond.

To answer your question you will have to get a program that will be able to boot up the files DVD1 and 2 just like as if you where using your regular cd drive. but as you read in the other comments, it isnt really worth going through all this trouble for it.
