there isnt any cheap animaion software around these days im afraid but most people download them illegaly off of the internet (me as one of them), But Adobe Flash is a very good animation software

It's really expensive but you can try to download a free version but you just need to hack it though. you can download free torrents here btjunkie.org but it's your choice though.
