don't use a .tar.bz2, find a .deb package which is like an installer for windows. Here it is.

Wine for 32-bit Linux

Wine for 64-bit Linux

Good luck getting an internet connection, I hope this helps... If there are more packages you might be out of luck. I use Windows, and installed Wubi so I can boot to either without any hassle.

The best and safest way to install Wine is through Synaptic, but if that is not an option I suggest downloading the following packages from the Ubuntu Packages site and installing them instead (as it is where Synaptic grabs its packages):

PlayOnLinux is an open source WINE configure tool (like Transgaming and Cedegra) and this site links to all the needed packages you will need to get Wine and PlayOnLinux working.

You will find out very quickly that using tar.bzs is a headache on Linux in general. Only the hardcore Linux L33t consider it the best choice as they have the skills to configure these packages to their needs. I strongly recommend sticking with .deb packages with Ubuntu as they will leave you with FAR fewer headaches in the end.
