I know that by pressing and holding R(rotation tool), it behaves like the space bar action(releasing the key will toggle back to my previous tool).
But if I just press R, it'll stay in rotation mode, and the space bar key doesn't do that.
so is there a way to make the rotation tool in photoshop behave exactly like the space bar action(move tool)?

Simply select another tool to release the Rotate tool.

Use shortcuts if you want. For example M selects the move tool, B selects the brush tool. CTRL temporarily switches to the move tool while you hold it down.

For a complete list of the keyboard shortcuts see here: http://help.adobe.com/en_US/photoshop/cs/using/WSD578BD7D-07BC-46f6-AAC2-6E491E8AD818a.html

I'm not exactly sure what you are trying to accomplish, but if you hit the rotation tool (R) and want to get the move tool without having to click on it, all you have to do is hold down the ctrl button. While holding the ctrl button you can move a selection around and when you release the ctrl button, it automatically goes back to the rotate tool.

Every tool in Photoshop can be switched to the move tool by hit/holding the ctrl button.

I hope this helps.

The space bar toggles the Hand tool, and is hard-coded into Photoshop.

Anything beyond this, you might want to request it from Adobe:

[Never knew that the tools could be used like this! I wonder how long this feature has been in PS.]
