I currently use puppeee (a linux distro) but the window presets are for a larger screen so it often cuts off the bottom of some windows (the part with the ok, apply, cancel, done, etc. buttons) and I can't resize them or move the window higher than the top of the screen to see what I'm missing.
Is there a very light os out there that will work best with what I have (the screen size is 7" on the 4g surf)

It sounds what you have works just fine, your resolution just needs adjusted.
If you do want a different OS Aurora(formerly eeebuntu(http://http://auroraos.org/) is supposed to be pretty good.

Use the Alt Key and drag the window
There are many that will work with this and Puppeee is one of the best...but the problem as you have noted is that some dialogue boxes are cut off sometimes. You can fortunately move any dialog box up and down by using the Alt key. Press this key while dragging on the window...you mouse pointer turns into a hand or a 4 way arrow sign and you Can move your window to see the missing parts of the dialogue box/window...
One Distro that you might like to try is Bodhi...this uses enlightenment, so is pretty, but makes very little hardware demands.

What you are really looking for is an OS distro that supports your hardware better. Specifically a software driver that allows proper rendering of your display capabilities and proper resolution based on manufactures design.
As to which specific os works best I personally do not know but I am right in that a driver comes first and then maybe specific settings comes next in reaching the right output to your display.
It is not necessarily the os at all but rather that connection between your os and hardware / firmware (the good ole driver).
