Before I downloaded the update for Firefox I had the Google Toolbar. Now when I try to install it I get the message ' Your Operating System(Win9X) Unsupported'. Can anybody out there help, please?

Basically Microsoft stopped supporting Windows 98 recently because it's so old and other software manufacturers have followed suit so a lot of software won't install on Windows 98 any more. If you look at the minimum requirement on the download page for the Google Toolbar Windows 98 isn't listed any more so you're screwed basically unless you upgrade to XP, which might be a good idea as this sort of thing will happen more and more often now MS have withdrawn support for it. Here's the page on MS' site confirming all that:
Oh, and just to clarify, this is nothing to do with Firefox itself. It's not Firefox you're invoking when you're trying to run an installer, it's Windows that handles that so the blame can't be laid at FF's door here.

This is a common occurance with Firefox applications.
You have to remember that Firefox is in code and when updates do come out, the code changes. Therefore some extentions that have worked with older Firefox version may not work with the latest version. I have a feeling this is what you're experiencing with Google Toolbar.
There's no way to correct this really until either Firefox updates their software to be compatible with older extentions, or Google updates their toolbar to be compatible with newer versions of Firefox.
As well, with it displaying "unsupported Windows 9x", it may be an issue where there's two versions of Google Toolbar now. One that's for Win9x, ME and another for Windows 2000/XP. Double check that.
