I need a program that reads text and have all languages well not all but to have atleast bulgarian

You nedd microsoft word 2007( office2007) If you can get Windows 7 that will be better as windows 7 support many languages even bulgarian.

Do you mean something like Optical Character Recognition OCR, used in scanners? You will have to quite a bit to get a good one.
