Yes. But it will cost you. In my computing career, I have never come across a free data recovery program. My recommendation is RecoverMyFiles ( http://www.recovermyfiles.com/ )

It has an option to recover files from a formatted hard drive.

You can download the free trial from the site, and you will be able to see which files it can recover. Bear in mind that chances are than not all files will be recoverable.

When you delete files, they do not go away 100%. They still live on your hard drive in the "free space."

Here is a screenshot showing the "Format Recover" option:

Nope, not without going to a data recovery center and paying a few grand.

Technically, your data is still there. A format just resets the bits and allows writing... it doesnt actually delete the data until something else has been written to that sector of the disk.

However, with a linux install, it will also fdisk, or you may have used diskdruid, your partiiton table. Windows generally runs on anything from fat16 to ntfs. While you can work some mojo and get linux to work under ntfs, most often its installed to a reiser or jfs or xfs partition.

Once partitioned, you're pretty well screwed without a highly expensive electron microscope to reconstruct the data layout, even then you wont get back all of your data and what you do get back will be corrupted.

Sorry its not better news....

Most likely not. It depends on how much the data is worth. There are ways to get back reformatted data, but most of them involve the use of things like scanning electron microscopes, and the knowledge of experts so, unless we're talking about the combination to the vault at Fort Knox, it probably wouldn't pay.

You could ask data recovery experts, but this has a tendancy to be expensive, the chances are all the data would not be recovable too. Theres no other way to recover formatted partitions :(

No. You should have selected the option to re-size Windows partition.
