There are two main ways to cut objects out of photos in photoshop.

One is Quick Masks. Turn on quick mask. Select a brush. Paint the object with the brush. Turn off Quick mask and the object will be selected. Then just reverse the selection, hit delete, and you have your isolate object.

The other is using the pen tool in path mode and converting the path to selection when done tracing the object. Then reverse the selection and hit delete.

Adobe PSD is a lossless format used suitable for heavy editing. You should always keep a lossless original. If you want to use an image for web work, you should either File --> Save As...this will bring up a box, select the format you want to use, so gif or jpg or something. If you can't select it from this menu (which can happen in CS4), you need to do File --> Export For Web this should allow you detailed settings for conversion of PSD to web formats.

You can use the quick mask and pen tools, which have already been suggested, but if you're new at Photoshop, those might be a little confusing. An easy tool for beginners is the polygon lasso tool.
