You need to install the specific languages using windows update or from the microsoft website, then activate them.

There are different things related to languages:

1) See (read) Web pages or MS Word documents of different languages using Windows XP

No tune-up required for European languages and a check-mark next to "East Asia" for Japanese in Control Panel/Regional Options/Languages

2) Type (write) in other languages on a Web site or in MS Word -

one needs to add _keyboard layout_ to type say in Finnish - the steps are here (with adding Russian as an example, but it's the same for French or Finnish or Italian):

http://WinRus.com/layouts.htm

3) See other languages in the _interface_ (menus, dialogs) of a PROGRAM - such as a game or whatever. For example, you can see menus in Russian of a Russian game but can not see (just gibberish) German letters in the menu of a German program.

Then you can use free MS program called Applocale and here is the information:

- in Russian: http://WinRus.com/full_r.htm#App

- in English: http://WinRus.com/full_e.htm#App
