I am using Simpo PDF creator lite, it's a freeware and works as a virtual printer, so, you can print most printable files to PDF format easily.

On mac open the jpg in Preview and hit print then save PDF from the screen that appears. On windows download the microsoft word PDF plugin, drop the JPEG in a word document and select save as then PDF!

I use a virtual PDF printer for this called PrimoPDF.  It installs as a printer on your system, but when you select for printing to it creates a PDF document rather than a paper one.
