Whey doesnt internet options activate from control panel or browser?

When I click on the tools menu and select internet options I get a flicker on the screen for about a second and it disappears.

must be a virus... check whether the folder options in the tools menu in a window is present or not ... if it is not present ... then its a virus.. by name Brontok.D .... can get it deleted by Avira Anti virus software.. i tried avg and macafee .. didnt work.. but avira did work for me.. u can get it at www.freeav.com
