How do you configure Wine so that it'll actually work?

WINE can be installed via the Synaptic Package Manager https://help.ubuntu.com/community/SynapticHowto
Once it is installed it can be configured from the menu using winecfg. http://www.codeweavers.com/support/docs/wine-user/config-wine-main

I can not get it to work for most programs. I gave up and installed Windows Vista and Linux Ubuntu to Duel Boot using Wubi.

Do you mean install it on Ubuntu? Or to run a program

Edit:
All you need is the "wine" package.
You can install it with:
sudo apt-get install wine
After it's installed run:
winecfg
And configure it the way you want.
Then to run programs, type:
wine /path/to/program.exe
