It depends on how many clients you need. I believe it starts at 5 client licenses for around $1,000 or so... Not very cheap. Microsoft offers a free SQL Server Express Edition from their website:
There are other options though as well, such as Oracle, etc.

It depends on what options you want with the purchase. They have 3 different licensing models based on if you want per processor (+ client machines) (+user access)
Details below -
SQL Server is available under three licensing options:
• Per Processor Licensing Model. A Processor license is required for each physical or virtual processor that is accessed by an operating system environment running SQL Server. This license does not require any device or user client access licenses (CALs).
• Server plus Device CALs Licensing Model. A Server license is required for each operating system environment running an instance of SQL Server, as well as a CAL for each client device that accesses a system running SQL Server.
• Server plus User CALs Licensing Model. A Server license is required for each operating system environment running an instance of SQL Server, as well as a CAL for each user who accesses a system running SQL Server.

You can't - at least not legally (and I won't tell you how to do it illegally.) Either go with the free Express download from Microsoft or pony up for the full version.
