Anytime you delete a file from your computer, it goes to the recycle bin (barring some bizarre event that prevents that.) If I understand your question, you deleted personal files from your desktop along with your recycle bin icon. IF that is the case, then your files are sitting in your recycle bin. That being the case, if you recover your recycle bin icon, then you can open it and restore your files. To restore your recycle bin icon all you have to do is: click the start button, click settings, click personalization, click themes, click desktop icon settings, put a check mark in the box beside recycle bin.

On the other hand if your personal files you deleted from the desktop are totally gone, then you need some file recovery software. System restore won't recover personal files you've deleted. System restore restores system files, programs or registry information. Its purpose is if something goes bad with your windows software and you need to get back a good copy of Windows. You can read about this here http://answers.microsoft.com/en-us/windows/forum/windows_xp-performance/will-system-restore-recover-deleted-files/0e17411c-792c-4c8f-b5ed-c7e5345d84d1?auth=1

The best home user file recovery software I've seen is Recuva. There is a free version and a pro version. The free version works very well. That is here https://www.piriform.com/recuva

So if you're on the hunt for files missing that recuva has to recover for you, time is critical. You need to act quickly because your computer will begin to store new files in the blank spaces where these files were which will make recovery more difficult and eventually impossible.

If you can't find it any other way you could do a system restore which will put your PC back as it was at an earlier time. Here is a link that explains how to do that if your not familiar. http://www.windowsbleu.com/2014/10/how-to-use-system-restore-in-windows-10.html

I would agree with the other answerers. System Restore would be a good way to get your files back (although to my knowledge it doesn't affect personal files like music, documents, pictures, etc. so you might not be able to get those back).

Otherwise I would recommend either turning off your computer or getting the file recovery program on it right away, because like one other answerer said, your computer will begin to overwrite these old files as it creates new ones.

...

By the way, if you're just trying to get your "Recycle Bin" icon back, there's info on how to do that here:

Hope this helps.
