If by sql text files you mean backups in text format, of course. (SQL database files may be - it depends on the human. Some of us can actually read binary files too.) I don't know of any SQL database that uses text files as its data files.

.sql text files should be readable if the program you're opening them in supports the file format. If you don't have one that does, I suggest Notepad ++.
