Hello, personally I highly recommend avoiding IOS 7. The reason for this is that I've heard many problems with the IOS 7. I'd defenitely recommend it if, like the other answer explained, only to acquire it if you have a recent device from Apple. One thing I personally dislike about Apple is that they seem to force people who like their iPod/iPhone/iPad to be rather older, making them have to buy newer devices such as the 5th Generation iDevices (Excluding The iPad). Other than that the iPad is a rather solid device, I recommend you to keep it at IOS 6.1.3 only update it if you experience any bugs (such as apps crashing, terrible safari speed, slow keyboard typing and notification problems.) Although in the IOS 7 you can notice that the multitasking was given a vast improvement. Making it more precise and more controllable. Anyways I hope this helped you out.

Hi,

iOS 7 runs quite slow on iPhone 4, 4S and iPad 2. Unless all of the games/apps no longer work on iOS 6.1.3 until then there's no point upgrading to iOS 7.

I have the iPhone 4 and wish I had stuck with iOS 6. It's not too bad sometimes but it's a bit slow when typing for some reason, and the "pastel/cartoon" look takes some while getting used to.

Definitely you should if you want to use that version but it actually depends on your device. Which device you are using is a big question mark. I think you should consider this fact.
