Well, I'll try to add a little to the first poster but essentially what he/she said. :)
Try searching google for either clipart or lineart pictures. http://www.drawingnow.com/ should get you started, but remember that what you will find most are copyrighted images. This means it's illegal to publish them without permission from the copyright holder.
You could make your own if you're good at graphics and feeling froggy, download inkscape at www.inkscape.org and create your own line art drawings.
Anyway, once you get the lineart/clipart drawings the hard part is over. Just import them into publisher and arrange them the way you want and export the project to .PDF and you're pretty much done.

Search the http://office.microsoft.com/en-us/clipart/FX101321031033.aspx web site for Black and White images. Use them for your coloring book.
What version Publisher are you using? If 2007, in page setup select Letter Booklet 8.5 x 11.
