I have a picturethat I want to insert into a slide on Powerpoint. Iwould like to have a little boarder around it that is animated-like it blinks or glows (I want it to look like a neon sign). Does anyone know how to do that?

Hi,
Use the drawing toolbar to make rectangle that is a little larger than your picture. Make it a the color of neon. Make another box that's a different color.
Use custom animations to loop various movements to make the visual effect be that they are blinking or glowing. Place your picture on top of the boxes so the edges of the boxes show around the picture.

I don't think you can do it
Maybe you can bring a photo that is already like that from the internet, and put it.
or, you can go to an internet site, and look at a place where it has a picture in a shape that is like a wood or tall, and glittering, and copy paste it and put it round the picture on your power point

Haven't tried that SPECIFIC border - but usually after inserting the picture go to "borders" and check out the ones available and see if one of them has that feature.
