There are quite a few programs for that... But it depends on your OS (If your using Windows, Mac OSX, or Linux

Your best bet is GIMP (GNU Image Manipulation Program). It is the near rival to Photoshop CS3/CS4, without the cost because it is free. You might like it. It is cross-platform so it will work on almost any computer.

If you need something simplier, there is Paint.net. This is a Windows only program but it is great for creating .gif because it saves the transparancy data better than Picasa making it less likely to fail.

Lastly, is Pixia...this I know can save in .gif format. It is also Windows only. It has some unique brushes and whatnot.

Here is a hit... type in "Alternatives to Photoshop" in google. You'll get a nice list of tools that you can try out and use, depending on your OS. ALSO go type in "rastor" or "bitmap" drawing software in Wikipedia, and they will have a huge list of software...I'll source it for you too.

Do you have an appropriate add-on in Irfanview? I haven't used Picasa but I am fairly sure that you need to have an add-on for Irfanview. Open Irfanview and click on the Help and you'll see two things that are helpful at this point; "About Irfanview" and "Installed Plugins". Check to see what version of Irfanview you have - mine is the latest version (4.23) and it manages gif and has these plugins (all of which I think are standard to an install):

ANSI2UNICODE.DLL 0.2.3

EFFECTS.DLL 4.22

ICONS.DLL 3.85

MPG.DLL 4.22

PAINT.DLL B0.4.12.66 (That's actually a beta character, I think.)

SLIDESHOW.EXE 4.22

VIDEO.DLL 4.22

I find myself wondering if it's something to do with your computer, if you have the same problem with two programs, though I don't know what it might be.

Some of the various Microsoft Office Programs, Word for example, install filters that allow you to open and save gifs in Paint. If you have one of those sorts of programs, try opening Paint and then open a gif from the File - Open menu and then you should have the "Save as gif" option available. See if you can save successfully in Paint.

If the file is not animated. Open GIF file in photoshop and than go to File>Save For Web, and than say OK and give different filename. If animated GIF file is save to JPEG the animation will be destroyed. You cannot convert animated gif file format to jpeg file format.

Perhaps the picture file is corrupt. But you can try downloading Paint Shop Pro X, you can get it on a free trial. They let you open up any picture file! Hope this helps!
