The best one is the one that runs without major problems on your PC. The best way to find out is to burn a few live CDs and just see which one runs best on your hardware.

Some lightweight distros are

Xubuntu

Lubuntu

Puppy Linux

Linux Mint Xfce
Linux Mint 11

If you want to get you teeth in to c++ then take a look at Debian which will run just fine with 512mb RAM

Xubuntu will work well for you. Or any distribution with XFCE as a desktop environment.

- Install Xubuntu.

- Then install any IDE (code blocks, netbeans etc).

- Then install the package "build essential"

now you are ready to use C++
