You need to use oscdimg program. It's a command-line tool that is used to create the .ISO file of Windows. The .ISO file can then be burned to a CD-ROM or a DVD-ROM with something like Nero or Image Burn.
Merely copying the .ISO file to the CD-ROM will not work. To create a bootable CD-ROM, CD-recording software must be used that unpacks the .ISO file and burns it to a CD-ROM.

Here is my own BAT file to create a bootable Windows 7 64-bit back up (that I add other programs to this disk).
Depends on what software you have + generally, copy the CDs into two folder, and thin write them to a clean DVD with the auto run turned On
