You can sync the Mail app to let you view any existing email account that allows POP3 access. I've got mine set to read/write from my Gmail account. Set up is easy - open the Mail app and check the Help menue: it will tell you how to set it up with your email (you can even set it for multiple emails).
if you want to use the .mac address you do need to pay for the .Mac service - it's $98/yr and you get the email space as well as a ton of online space for storage, file sharing, building your own web site, etc.

Two different mails. The mail program sitting there on your mac is free. It's just a little ol' thing that'll sit there and download email from whatever online service you may have that collects email and will let you download it (like, say, gmail or some paid-for service like your ISP or maybe Comcast or whatever).
The other mail is an Apple service called MobileMe. It gives you, among other things, an online email address. (You might download email from that email address to that little freebie mail program sitting on yer mac. You might also download from that email address to Outlook or OutlookExpress or Thunderbird or Eudora or...whatever on some other computer.)
See the difference? One's online. One ain't.

It is free. You can check gmail, hotmail, yahoo, .mac, etc.
