Microsoft Multilingual User Interface Pack:

it is sold only through volume licensing programs such as the Microsoft Open License Program (MOLP/Open), Select, and Enterprise agreement (or with a new computer as an OEM version from your PC manufacturer where available).

only works on Windows XP Pro not Home Edition.

Click on Start, go to Control Panel, click on Date, Time, Language and Regional Options. Choose Regional and Language Options. Click on the Advance tab and there's a scroll thing where you can choose.

You'll have to get another XP CD with the language you want it to be and load it over your installation stating to change the language.
