How do I compress a file to, say, 25% of its size?

I have a few movie files that I want to compress, I want to know what is the best software and should I change any settings in order to achieve compression to 1/4th?

depends on the file. different file types will yield different ratios of compression.
text files & other documents will allow high compression to occur (up to 90%, higher sometimes)
video files, jpegs, mp3's and other media files are already compressed in the format they are in and so will not compress much more than 2-5%
the best archiving method is 7-zip. it will give higher compression than rar, or zip etc.

Unless you have raw video format files, most likely your video files are already compressed. Short of that, you can reduce the quality of the video file, but I gather you probably don't want that. You could look at splitting the video into multiple parts and have the file reassembled by the person receiving the file (i.e. multi-part zip or rar file).

FYI, if you compress a file that is already compressed via file format/codec, you may find the resulting compressed file is larger than the original (as overhead for managing the compressed file).

New technology may compress texture file sizes down 70% [update 1] - ...
whats more, lets say that this technology can do %80 compression, in the roboblitz example given the decompressed files would be about 1.2MB. oveall thats about a 2% savings in overall file size.
