Adobe Dreamweaver is your best bet. It offers many tools and is used by almost every pro I can think of. It's also really easy to learn.

Photoshop is a photo editing program not a editor. You could use for graphics and to export HTML or CSS framework though. Since it's part o Adobe CS they both work well together.

For beginners, Adobe Dreamweaver is better because it is easier to use. It is a WYSIWYG (what you see is what you get) environment. It is an editor similar to MS word but for websites. So can add texts and apply fonts and colors. You can images. Very simple interface.

it really doesn't matter what software you use to create your images -- honestly. You can use something as simple as MS Paint, or something as advanced as Photoshop... it truly doesn't matter as long as you can save it in a web-based format -- gif, png, or gif.

Just never use a drag and drop web-editor/builder for the coding aspect and you will be fine.

Dream weaver is good option but my personal opinion that you could take advantage of Wordpress. You will customize your website easily according to your need.

I think Dreamweaver is best for development.
