unable to install some programs installation package could not be opened error?

hi.when i try to install some programs i get this error message verify that the package exists and that you can access it or contact the application vendor to verify that this is a valid windows installer package. very annoying. i have tried to download the latest win installer from microsoft but when i run it i get the same message.
any help please

If you name them, we can try to figure out the problem. Without the Full name, including the file extension, and Windows version, we can only guess...
