I have some old computer games that only operate on Windows 95 or 98. Does anyone know how I can get an emulator or download Windows on my Mac? I have Mac OS X v. 10.5.8.

You can try getting them to run under DarWINE, or if you have a windows disc or .iso you can use a Virtual Machine to run windows inside of mac os X.

I would attempt to answer some of this, but there are many misconceptions within the quotes to attempt to clear those up. The Linux distribution you choose, determines whether you have a root account you can access directly, instead of indirectly. The true and full administrative access to the Windows operating system can only be accessed fro the installation CD and is all console commands, it's not complete in the Windows operating system. All Window Operating systems up to the current version rely on some form of DOS for booting the computer and some of the functions used in Windows. NTSF and NT is a hard drive format factor and structure. The so called UAC can be turned off, how ever this exposes the whole operating system. Windows is already pursuing a totally new operating system that is different from any they have ever made. Once they weed out the issues involved with the hard drive format and structure, it will become the best one they have ever made down through history. We can expect it to run along the parallel lines of Unix, Mac and Linux.

I highly recommend VMware Fusion 3. It is an amazing program for allowing both OS X and Windows to unite. I would specifically check into the "Unity" mode. Coming from windows my entire life, i too had been searching for a way to use all of my old programs. Find the link in sources.
