Photoshop Elements is a consumer-grade, stripped down version of Photoshop that is a pretty good bargain. However, you're right, it is a photo editing program. It is NOT good for drawing or animating. For those I would recommend Adobe Illustrator and Adobe Flash.

However, these are professional programs that aren't available in a low-cost "elements" package. You can download a 30-day trial of each one to see if it's what you want or need, but it can easily take 30 days just to learn how to do some of the basic things these programs are capable of!

It doesn't sound to me like Photoshop is what you should be exploring.

Good luck.

Adobe Photoshop Elements is limited, although would be just fine to start of with drawing/painting. Photoshop Elements has most basic things which the normal version has although is a great place to start. I'm not sure how serious you are into this drawing thing, but if you're very serious about it, I can suggest buying a Wacom drawing tablet. I bought mine a few years ago and I got Photoshop Elements with it along with some other drawing programs. (My mom just bought a Wacom Bamboo Fun drawing tablet today and it came with Photoshop Elements 5.0 along with Artrage 2.0 I think...) I dunno... just a tip.

One thing though, animations you should do in Flash probably...

Some good programs to start drawing might be Corel Painter, Paint Shop Pro, or Open Canvas... some of which can probably be found online.

Photoshop CS4, hands down. For me, CS4's UI is very simple and has advantages over Elements.
