I wish to purchase Microsoft Office Professional 2010 from someone on ebay but instead of me getting a CD, they are gonna send me a product key and a download link to my paypal address. They further state that "the download link in exe. form and I can burn it to a CD for personal use".

I have never heard of purchasing software like that. Does this mean that I can download it to multiple home computers? How exactly would I download an exe. file?

This type of purchasing isn't safe. If the person you take the key from has already given it to someone else, your copy will not be original. The best option is to go to a microsoft store personally(recommended) OR if you want to shop it on the net, you can go to the microsoft store and get it shipped. It doesn't mean you can download it to multiple home computers. You can download an .exe file just like any normal file but i don't recommend it. You could instead take the product key from microsoft itself and download the software.
