How Do I Enable-Add-ons?

I am at work, they have internet explorer 7 here. When I go to control panel and then internet options and click on manage add-ons, it is dimmed, and it wont let me click on enable button. Do i have to contact my work people or can someone guide me step by step on how to enable add-ons. PLEASE!!!!!
