Sorry to see that this didn't get answered for you. I had something similar to this with Comcast some years back. Where they actually came to my house for HOURS and ended up telling me to install Windows again. Anyway, what I ended up doing is just setting up my account myself. There are several parts to it, but it's not that bad if you just try one thing at a time.
First, I ended up ditching Vista in our house for the same "not compatible with anything". And even though I was able to set email accounts up on it before it went out the window.......I can't remember the ~exact~ steps. Although I can say that they were very similar.
POP and SMTP are kind of like to post office of sorts. You put them in so that the email program knows where to send them or get them from. If you go to the "accounts" setting page, sorry this is the non-vista part...... but mine was under tools. Then you either edit yours, or add one. The POP is an address, something like mail.yahoo.com. and the SMTP can be either the same thing or sometimes smtp.yahoo.com. (those aren't real mind you :) so if they didn't give you those. Just call them and say you deleted them on accident and to only tell you what they are. LOL
Now if those are set up wrong, then you will have issues with sending..... or recieving depending on which is wrong. And the SMTP or outgoing can also need authentication. So you should try the SSL, TLS settings. Do them one at a time and send a test mail, then try the next.
