I think puppy linux is a very unique distro because of its features like preserving changes and running completely in RAM and easy software installation (specially sfs ones) and many automatic jobs like finding the best graphic's card driver.

Its designed to be portable and lightweight.so its not something a typical user want to use for a brand new computer at home.

I was some times ago looking for a way to use linux instead of windows in university.I needed a distro to be fast , lightweight , and be able to connect to pptp VPN use universities internet.

I found puppy linux it was and is just the thing I needed.its easy to learn and has pptp client already installed (it was somehow hard to learn how to configure it but I now connect with one click)

and very fast and lightweight even for museum old computers of university with 256 MB of RAM.

so it was the Greatest linux distro I ever used.

It's great for very old computers, very low spec computers and can be run directly from disc or USB flash stick(does not require a hard drive) because it's system requirements are minimal, it is small, quick, easy to work with and basic. I've used puppy at times to get quick access to PCs with Windows boot issues. It's not really the distro I would use on my "everyday" computer, you can if you want but puppy is basic and somewhat limited compared to some other distros, since it requires zero install there's no hassle in trying it out for a while if you wish-

It is designed to operate on machines with low resources,, It is an interesting OS I have used it. it will run very nice on a P3 with 512 RAM of course when it comes to stuff like youtube videos or streaming from Hulu or Crackle I wouldnt recommend it . If streaming doesnt matter to you then yes it is pretty functional.
