Ubuntu. Windows 95 is quite nice but the chances are that if you are using a computer less than ten years old there will be a number of features on it that it won't support, for example USBs, large hard drives and 3-D graphics cards. Ubuntu is better because it will support low-end and legacy hardware like many other versions of Linux, but is also able to support newer stuff and, crucially, cannot ever suffer from vendor lock-in.

Windows 95 is 14 years old and, is no longer supported since it is "closed source".
Ubuntu 9.04 is the latest, up to date version of Ubuntu Linux and, since it is designed as an "open source" project, it is supported by all the Linux software developers as well as having it's own forums.

If you only can choose to anyone from them the best is Ubuntu 9.04 but you may have some problem with the compatibilities.
Instead, if you little use the operating system you can installer Windows XP (or Windows95 if your system is small).

No doubt about it Ubuntu! although if you want a more '95 windows like' environment I'd bee included to go Kubuntu 8.04 which is the long term supported version with a window manager that looks a bit like win 95/98

I'd go for Ubuntu, Win95 is very outdated. In combination with Wine you can run almost all programs you can run in win95 anyway, and of course the standard linux programs.
one more thing, if your computer can run Ubuntu 9.04 it can probably also run windows 98 or 2000

Ububtu! If you need to run any windows programs most will run with WINE and the 9.04 UBUBTU has much more software available. But remember it should have 512MB RAM (min 256MB but more is useful)
