Bullzip PDF Printer is really good. So is PDF Redirect Free. They both add a printer that prints to PDF, and they both allow you to put most of the features of Adobe Acrobat into your documents. You can't edit PDF's with them (for that you'll need to pay for Acrobat) but it lets you make any documents, even web pages, into PDF format. Very useful tools all around.

However, they are only printers. With those you can't edit your PDF like Adobe Acrobat. But they are FREE! So don't complain!
