The best you can do is set the computer to either go into stand by or Hybernate. Hybernation is as close at it gets but be warned it can cause issues with memory and create havoc with your system.

The best thign I can think of is to change the power options. I don't know any programs that will shut your computer down. But if you go to Start > Settings > Control Panel . Locate Power Options and you can choose to have your computer hibernate, or just have the hard disk/monitor shut down after a certain period. Hope this helps.

Yes you can. if you go to the power settings of winXP you can set your system to turn off after 20 mins.
