There is a program called WINE (named as a recursive joke, the name is an acronym for "WINE Is Not an Emulator") which is a Windows "emulator" that can run some Windows programs. It is free software under the GNU license.

Sure there are plenty of ways to run windows programs on linux.
1) Put xp on a virtual machine in linux: this will probably be the most compatible way to do it, but you will sacrifice a little bit of system performance.
2)WINE (WINE Is Not an Emulator or WINdows Emulator) is an opensource program that will run lots of windows programs on gnu/linux. However, lots of users will find it hard to configure.
3) Crossover linux or Cedega: These are low cost, pay for solutions to run Windows programs. I have used Crossover and it was great. I ran office 2k7, Internet explorer 6, Windows media player 10, and a tomb raider game using it.
