How to fix my internet explorer?

When I open my internet explorer all I can see is the address bar and back/forward button. No File, Edit, etc. or home button, favorites, a tab, anything. Also, it automatically freezes up. Can't do anything with it. I have tried to access the Internet Options/Properties but it will not come up. I have restored my computer multiple times but nothing seems to work! Need help please!

IE - Tools - Internet Options - Security Tab - click reset all zones to default - Apply / OK

Windows Defender - Tools - Software Explorer - look for issues with programs that do not look

right. Permitted are usually OK and "not permitted" are not always bad. If in doubt about a program

This has not something to do with explorer.I actual have an identical project once I actual have utorrent working. i would be unable to connect the two making use of Explorer or Firefox or Opera.the weird and wonderful ingredient is that utorrent nevertheless downloads!
