Ok here's my problem, my internet connection works but my internet browser does not on one of my laptops. I was told this was due to a virus so I went out and bought a new anti virus software because the Norton 360 I had had expired.
To install the new anti virus I have to uninstall the expired Norton 360. I went to the control panel > uninstall a program >>> clicked norton 360 to uninstall>>> and continued when asked for permission. But then in stopped there and did not uninstall. I try again and again the same result, control panel >>>uninstall>>>norton>>>continue>>>stops.
So I decided to search all files and folders with the keyword "norton" and deleted them all and emptied out my recycling bin thinking that would uninstall it, obviously it didn't work. Norton 360 was still on the Uninstall or Change a Program list. Realizing my mistake I tried re-installing Norton with the CD (so I can uninstall it the right way) but apparently to install it I have to have it first uninstalled because the CD is older than the one on my computer (since it was updated I think).
So now I'm stuck, I cannot uninstall it with the simple control panel method and I cannot seek online assisstance if I cannot access the internet on that computer. I can't open the program either since I emptied it from the recycling bin.

Run the Norton removal tool.

http://service1.symantec.com/support/tsgeninfo.nsf/docid/2005033108162039

After you run it, restart your computer and install the new Norton.

Also, Norton might not catch the virus, you might want to run free of http://malwarebytes.org

Follow these directions to download the Norton Removal Tool and run it to remove the Norton 360.

1. Click on the following link to download the Norton removal tool

ftp://ftp.symantec.com/public/english_us_canada/removal_tools/Norton_Removal_Tool.exe

2. Click Save and save the file to your desktop

3. Close all Norton Application windows you may have open, and double-click on Norton_Removal_Tool.exe to start the removal tool. Windows Vista users will have to right-click on the file and select "Run as Administrator"

4. After the removal tool finishes, you should be prompted to restart your computer.

5. Once the computer restarts, your Norton product should be uninstalled.

Extra Optional Steps

1. Open My Computer, double-click on Drive C

2. Double-click on Program Files

3. Look for any Norton or Symatec product folders that remain. Right-click on them and choose Delete. Also look in the Program Files\Common Files for the Symantec Shared folder and delete it

4. Close My Computer and other folders

Norton has a free remove-all tool. Realize that ALL Norton/Symantec stuff will be removed.

Try restarting your pc, regularly urgent F8 because it boots. You gets this menu which says matters like 'Start Windows in Safe Mode'. Choose the 'Safe Mode' choice, no longer 'Safe Mode with Networking' or 'Safe Mode with Command Prompt'. Your pc's choice will likely be small, your topic will likely be long gone, and your history will likely be black. This is natural. Find the dossier and delete it and confidently it'll delete. Restart your pc and the whole thing will likely be again to natural. If you can not delete it, that signifies that the dossier is needed for Windows OR the software relatively does no longer wish you to delete it. I wish that is helping...

Norton made entries to the registry. You deleted the files but didn't clean out the registry entries. CCleaner http://www.ccleaner.com/ will do it for you. (Then restart Windows.)

You didn't need to buy an anti-virus program, though. http://www.avast.com/eng/download-avast-home.html is as good as any and it's free.
