I have two users with two separate log in screens. Everything is different for each user. We cannot access a program or file that is on the other user's side. How do we share programs and files between us on one PC?

Far simpler is to place the files in a common folder off the hard drive root (like C:\Sharedstuff\) or in the preexisting Shared Documents folder. Normally, no folders except the ones in user account directories have protection.

The key here is permissions. You need to check your user account properties to verify you have permissions to view the other user's data and vice versa. To do this in XP, go to Start->Control Panel or Start->Settings->Control Panel. Double-click "User Accounts" towards the bottom. The bottom portion of this new window will tell you what account type is assigned to each user listed.
