To some extent you can 'wrap text in a circle' in PS7, but only to an arc of 180 degrees when using the Warp Text feature.
Open your PS file.
If your Text Tool options are not visible, go to the Window menu and click on 'Options'.
Enter a line of text and highlight that text.
In the Text Options at the top of the screen, click on the slanted 'T' icon to the right of the color picker.
When the Warp Text dialog opens, select 'Arc', then move the 'Bend' slider to 100%.
You can also play with the vertical and horizontal distortion sliders to view their effects.
Click 'OK'.
Experiment as necessary to get the effect you wish.

Text Wrap In Photoshop

Photoshop is not intended for large amounts of text (for that you would use InDesign or some page layout program), and lacks such features.
Anyway;
If you make a text box, it will wrap inside that box only. If it's just a simple text layer (single click instead of click-drag) you must break it manually.
If you want it to wrap around and fill a circle, I would recommend centering the text, then position at the top of the circle, then start breaking it manually with the enter key.

As someone mentioned, you can "warp" text, but that is just text distortion.
You can also write text-on-a-path if you first create a path (e.g. with the pen tool) then click on it with the text tool (the path must not be part of a vector mask, but a path in the path palette). That can be used to e.g. create text following a wavy line, or going around the outside of a circle.

You should be able to download it, then, when installing it, it'll ask for the serial number. That's when you would enter it. You might just have to download the trial version of it from adobe in order to do this, though, unless you can find it elsewhere.
