I would like to know more about the specifics of the system.. like distribution and such. I recommend either reprogramming the OS, or getting help from http://www.help.ubuntu.com/ if you need to change the permissions, you can access the root account by typing this in the terminal (minus the apostrophes)
"sudo passwd root"
BUT make SURE you deactivate the root account after you are done by typing in
"sudo usermod -p '!' root"
I DO NOT recommend activating the root account, but this is if you need to log on as the owner and change permissions. PLEASE deactivate it afterwards if you activate it, as leaving it active is MAJORLY UNSAFE.

listed under are some issues you could attempt (I switched from Ubuntu to Fedora a on an analogous time as in the past, so it would desire to be diverse for Ubuntu) First approach: Open a terminal. style in su. style on your root password. attempt those instructions: killall yum killall PackageKit killall rpm 2d approach: i do no longer remember the place that is in Ubuntu, yet In Fedora, the gadget visual exhibit unit is in applications > gadget strategies > gadget visual exhibit unit. as quickly as you get that open, seem for something that sounds like installer, yum, packagekit, rpm. in case you notice them, precise click on them and attempt Kill technique or end technique. in my view, I choose Fedora, considering you will locate so lots extra appropriate help for it, using fact it style of sounds like maximum Ubuntu shoppers have been given the noobiest distro of Linux so they're in a position to play WoW and act like they're haxors. yet that is only my own opinion. additionally, Cannonical's repository gadget sucks.
