Menu Options - Image - Rotate Canvas - Arbitrary - Select your degree of rotation. The paste the image to the background.

Or after it's already on your background, Edit - Transform - Rotate

You can do it one of two ways:

If you go into Free Transform from the Edit tab, and it will allow you to rotate, resize, or to various other things to your image.

Or you can use the Edit> Transform> Rotate and you can rotate the image to any angle you like simply by turning it with your pointer.

Ctrl-T (transform). Then click on the points until the rotate curson appears and rotate freely. Alternatively just select "free rotate" from one of the menus. (Can't confirm right now because I'm not currently on my own comptuer).
