I am a web designer and I use photoshop everyday. It's a great tool to edit photos: you can edit images, resize and retouch pictures, make collages, apply cool effects, ecc. It's a professional tool but you can still use it if you are a newbie to make basic graphic things like resizing and cropping images, change colors. etc.

Photoshop isn't free, there are alternatives though. A good similar program for picture editing is the Gimp - http://www.gimp.org/, it can be quite difficult to get into though. An alternative is paint.net, http://www.getpaint.net/index.html.



If you're just looking for arranging pictures though maybe something like Irfanview would be better - http://www.irfanview.com/.

GIMP is a free Photoshop-like image editor. Try it here www.gimp.org. If you want to arrange your pictures you could try Google Pisca.
