Go buy a Wacom tablet. It will come with Photoshop Elements, a stripped down version of Photoshop. You can use it to make up your mind. You'll need the Wacom to get the most out of Photoshop.

Take a class or buy a book. Its not a program you can shove in your CD drive and GO. You have to know what your doing or you will get confused. Its also very expensive, so see if you can get a friend to teach you first. Once you can do it, its a lot of fun to fool around with.

Yes it's good for designing.

If you want to go further into designing, go ahead and get it.

It's hard to use at first but once you get the hang of it you'll discover it has a lot to offer.

If you want to go basic, just use GIMP. They're pretty much the same thing in my opinion ;)

photoshop is a very good product. it is easy to use if someone who knows how to use it shows you but just trying to do it yourself might be hard. but it comes with a tuturial that you can watch anytime, so that is very helpful
