where can i get a free .mp3 to .wav and resampling program?

i have a hdd partition dedicated to just music and all the songs are sorted in to folders based on artist. is there a program or two thats free i can download that will convert every thing on the hdd to .wav then resample it to 96000 hz.

Yes, MediaCoder an batch convert for you (and resample). However you don't need to do this.
If you're resampling for SPDIF out purposes; simply use a player like Foobar2000 that has a high quality resampler built in. Go to Preferences > DSP Manager > Resample (PPHS).
If you think this will make your music sound better; you're wrong. Software resampling is only greatly useful if our sound chip has a faulty or poor quality resampling algorithem. Usually everything gets converted to 48khz before output anyway. High quality soundcards do not resample at all or have an option to bypass it (Audio creation mode on X-Fi for example).

As I know wav just support 48000 hz higher sample rate, can't resample to 96000hz, but maybe you can try RZ Audio Converter, it can convert any audio files between different formats, such as convert mp3 to wav, etc, and it can cutomzie the sample rate.
